Pick the right layout for your flat type

- Place the cooktop next to the sink, not across the room.
- Keep the fridge on the edge so helpers can grab things without blocking you.
HDB kitchen rules you cannot skip
You cannot relocate the kitchen or wet areas. That is a hard no under HDB rules, same as moving a toilet. Waterproofing in the wet zone is mandatory, and any plumbing change must go through a PUB-licensed plumber. Cutting or hacking walls needs a renovation permit done by a contractor on HDB's Directory of Renovation Contractors.
Good news: cabinets, quartz tops and light fittings need no permit. Painting and vinyl overlay flooring are also permit-free.
Build up, not out

Use top and bottom cabinets to multiply storage. In small HDB kitchens the wall space above the counter is free real estate. Tall units that reach the ceiling hide rice cookers, pots and the rarely used steamer.

Space-saving tricks that pay off
Corner carousels turn the awkward L-bend into usable storage. Pull-out bins beat deep drawers you cannot see into. I always tell clients to skip the decorative open shelf over the stove, it just collects oil.
For resale flats expect 12 to 16 weeks. BTO runs about 8 to 12 weeks. Keep 10 to 15% back as contingency because old pipes love surprises.
Plan the kitchen first, buy the finishes second, and your small HDB kitchen will feel bigger than the floor plan says. A tight galley with full-height cabinets and a quartz run beats a sprawling open plan you cannot actually cook in.
